On order of the Court, the application for leave to appeal the October 3, 2018 order of the Court of Appeals is considered, and it is DENIED, because we are not persuaded that the question presented should be reviewed by this Court. On the Courts own motion, we VACATE the November 1, 2018 order denying the defendants motion to waive fees. On reconsideration, the motion to waive fees is GRANTED.
