The Director of Revenue of the State of Missouri appeals from the judgment of the Circuit Court of Platte County, Missouri, ordering the Director to remove the administrative revocation from Mr. Maxwell Kamperts driving record and to reinstate Mr. Kamperts drivers license. Because a published opinion would have no precedential value, a memorandum of law has been provided to the parties. We affirm. Rule 84.16(b).
