Conclusion
We find the Commissions analysis of the instructive factors used in determining employment status, and the Commissions ultimate conclusion that CPR Plus controlled both the results of instructors work and the manner and means the results were to be accomplished, supported by competent and substantial evidence on the whole record. The decision of the Commission is affirmed.
