PER CURIAM:
Writ granted. The district courts ruling of September 9, 2016, dismissing relators application for post-conviction relief on procedural grounds is reversed, and the matter is remanded to the district court for consideration of the merits of relators claims pertaining to ineffective assistance and the subornation of perjury. La.C.Cr.P. arts. 929, 930. If the district court orders an evidentiary hearing, it shall appoint counsel. La.C.Cr.P. art. 930.7(C).
