Upon consideration, Respondents Motion to Dismiss is granted, and the pro se Petition for Writ of Certiorari is hereby dismissed for the reasons stated in the Motion. Pro se Petitioner may refile a petition for writ of habeas corpus challenging his detention, together with a proper appendix supporting his petition.
