The matter is remanded the court of appeal solely to clarify whether it intended to affirm the trial courts ruling granting St. Tammany Parish Governments motion for summary judgment on the issue of discretionary immunity as to all defendants, including St. Tammany Parish Government. In all other respects, the writ is denied. Genovese, J., dissents.
