ORDER
The following order was entered:
By majority vote, the 5 March 2024 opinion of the Court is withdrawn and 11 March 2024 order staying the mandate is dissolved. The case is returned to the panel to consider Defendants 22 March 2024 pro se Anders filing. Judge Gore dissents and would deny the motion to withdraw the opinion and strike the order staying the mandate.
