MEMORANDUM

Because petitioner John Wayne Zidar has failed to allege any injury to a legally protected interest of his own, we conclude he does not have standing, and decline to reach the merits of this appeal. See Lu-jan v. Defenders of Wildlife, 504 U.S. 555, 560-561, 112 S.Ct. 2130, 119 L.Ed.2d 851 (1992). DISMISSED.

This disposition is not appropriate for publication and may not be cited to or by the courts of this circuit except as may be provided by Ninth Circuit Rule 36-3.
