PER CURIAM.

Appellee’s motion to remand is treated by the court as a concession of error. In accordance therewith, the final order on appeal is reversed, and the matter is remanded to the lower tribunal for further proceedings consistent with Newsome v. Agency for Persons with Disabilities, 76 So.3d 972 (Fla. 1st DCA 2011). PADOVANO, ROWE, and RAY, JJ., concur.
